The short answer: you pick a ruleset, not a realm

World of Warcraft: Forever replaces the realm-selection screen with rulesets.

You choose one before you create a character.

Normal, PvP and Roleplaying are available at launch.

Blizzard says Hardcore arrives sometime after launch.

You can only group with players on the same ruleset.

Horde and Alliance still cannot group together.

Characters cannot move freely between rulesets.

To play under another one, you create a new character there.

Starting with friends? Agree on ruleset and faction before anyone creates a character.

That is the whole realm decision.

Inside a ruleset, crowding can still move you between copies of the world.

The layering section below explains what Blizzard has said about that.

The ruleset details were first checked on 2026-09-24.

We used Blizzard's news posts, forum blue posts and Blizzard Support.

We also checked the three regional Battle.net stores.

On 2026-09-29 we re-checked the ruleset posts and added the layering section.

On 2026-10-07 we updated that section with Blizzard's October 1 Beta development notes.

Battlegrounds may mix players from different rulesets, except Hardcore. Ruleset post of 2026-09-21 and panel recap of 2026-09-13.

Normal is the baseline experience: exploration, questing and cooperation.

Player-versus-player combat happens there only when you choose to engage in it.

The September 13 panel recap phrases it as PvP requiring mutual consent.

PvP is for players who want more danger and open-world conflict in contested territory.

On the PvP ruleset you can only create characters for one faction.

Blizzard also plans faction-balance systems similar to Season of Discovery.

In that season, new character creation could be temporarily limited for one faction.

Roleplaying suits players who lean into Azeroth's fantasy with like-minded adventurers.

Blizzard's posts do not say how open-world PvP works on it.

Hardcore is for players who want every decision to matter.

There, death carries lasting consequences.

It is not available at launch.

The official 2026–2027 roadmap image places the Hardcore launch in winter.

That slot comes after the December 9 raid unlock.

The roadmap notes that content and timing are subject to change.

Players on the same ruleset can group, run dungeons and raid together.

Cross-ruleset grouping is not supported.

A friend on Normal and a friend on PvP cannot run a dungeon together.

Factions stay separate too: Horde and Alliance cannot group even on the same ruleset.

Battlegrounds may include players from other rulesets.

Hardcore is the exception and stays separate there too.

You can also set a language preference to meet players who chose the same one.

Press Escape, open Options, then Languages and Social under System.

There, pick your Preferred Online Language.

That setting is account-wide and applies to every character.

After a change, there is a 24-hour cooldown before you can change it again.

Layers and world refreshes: can you stay in the same world as friends?

Blizzard describes each ruleset as a broad player ecosystem, not one traditional realm.

Players call the separate copies of the world inside it layers or shards.

The Blizzard news posts about Forever that we checked use neither word.

“World refresh” is what a developer called it at the BlizzCon 2026 Hardcore panel.

The panel video went up on the official WoW YouTube channel on September 15, 2026.

“World instance” is the wording of Blizzard's Beta known issues post for September 24.

The Beta development notes updated on October 1 use the same term.

Forum post dates here follow the dates Blizzard put in the post titles.

All four are Blizzard sources, re-checked on 2026-10-07. “World refresh” is the panel's wording; “world instance” is the forum posts' wording.

The developer said this happens when your area has too many or too few players.

The game then refreshes the world around you.

Players near you can disappear, others appear, and cleared monsters can suddenly be back.

To make that fairer, Forever adds a warning window with a countdown.

It tells you to get somewhere safe.

In the panel's example the countdown started at 3 minutes.

If you are already safe, a button in the window lets you ask to be moved right away.

The developer said the feature was built for Hardcore but will happen in the whole game.

So it applies to every ruleset, not only Hardcore.

Blizzard said it would test the system in the Beta.

We have not verified the countdown in the current Beta build.

No launch value has been announced, so treat 3 minutes as the panel's example only.

What the refresh warning does, as shown at the panel

On September 24, Blizzard added a party problem to the Beta known issues.

Creating or changing a party could transfer players to a different world instance.

Blizzard's October 1 Beta notes address it under World in the change log.

They say adjustments have been made to world instances.

Party leaders should no longer be transferred when creating or updating a party.

The notes name party leaders only and say nothing about other party members.

When we checked on October 7, the September 24 entry was still in the known issues post.

It had not been marked as resolved.

A developers' note says work continues on features that affect populations and grouping.

Blizzard asks for feedback and bug reports on them.

If a group member still seems to vanish after an invite, you can report it as a Beta bug.

On September 27, a Blizzard community manager replied in a Beta thread about login queues.

The reply said an issue filling the queue after disconnects had been found and fixed.

Layering is one of the most discussed Beta topics.

Our daily report collected on October 7, 2026 covers posts from October 6–7, Korea time.

The most-liked layering thread on Blizzard's Forever forum argued it hurts community.

At collection it had 196 likes and 65 comments.

On r/classicwow, a thread on zone-based layering had a score of 145 and 36 comments.

These are community views, not official descriptions.

Blizzard has not said how many world copies each ruleset runs or how players are placed.

It has not announced splitting by zone or a way to pick your own copy.

It has also not said whether guilds are kept together in one copy.

Movement between rulesets is intentionally limited.

You cannot move a character to another ruleset; you create a new one there.

The one exception Blizzard describes is Hardcore.

A Hardcore character that dies can transfer to another ruleset, including PvP.

Blizzard has not said whether that transfer costs anything.

Nor has it said whether Forever will have paid character transfers or faction changes.

Collections and Legacy Points are account-wide across rulesets.

Starting over on another ruleset keeps them.

Hardcore works one way only.

Progress, collections and rewards from Hardcore can become available elsewhere.

Progress from other rulesets does not flow into Hardcore.

Create an Alliance character on the PvP ruleset and you cannot create a Horde one there.

The reverse is also true.

If you want both factions, Normal or Roleplaying allows that.

U.S., Europe and Korea: what differs by region

The realm list is gone, but regions are not.

Blizzard's September 21 naming post covers two-part character names.

Your full name must be unique within your region.

Store pages and Blizzard Support article 10695, checked 2026-09-24.

Blizzard Support says WoW accounts and characters are region-locked.

So are progress, game time and items.

They cannot be transferred to another region.

To play in a different region, you buy a license there.

That support article covers World of Warcraft in general.

We have not found a separate Forever-specific region article yet.

Battle.net lists Forever in the Americas and Oceania, Europe, Korea and Taiwan.

This guide compares the U.S., German and Korean storefronts.

The en-US, de-DE and ko-KR ruleset posts announce the same four rulesets.

Blizzard has not announced a ruleset exclusive to one of these regions.

Planning to play with friends abroad?

Agree on the region you buy and play in before you agree on a ruleset.

The stores also show different launch dates.

The U.S. store says November 4; the German and Korean stores say November 5.

For exact local times, use the regional launch times page on this site.

Do not infer them from these dates.

Blizzard has not said how regions are grouped for Forever.

For example, does Korea get its own ecosystem or share one with other parts of Asia?

For Europe, a Blizzard community manager posted on September 21 about Beta routing.

Routing had been streamlined for EU testers, though some ISP-side issues may remain.

Which ruleset fits you, and a checklist before character creation

If you mainly want dungeons and raids with friends, play in the same region.

Then pick the same ruleset and faction they did.

If you want quests without unwanted open-world fights, Normal fits.

If you want that tension, PvP fits, as long as one faction is enough on it.

If you want an immersion-focused community, Roleplaying fits.

If you are waiting for Hardcore, remember it opens after launch.

Progress from other rulesets will not carry into it.

On PvP, your first faction is the only one you can create there.

④ Set the same Preferred Online Language if language matters to you.

Changing it again takes 24 hours.
